1) How would these changes
affect me?
Beginning February 15, 1999,
any individual attending an
issuing office to process a
vehicle transfer on behalf of a
registered dealer, must present
a Dealer Authorization Letter
and a signed copy of the
dealer's OMVIC pocket
certificate to the issuing
office. The issuing office will
keep these documents in their
files, and will also require
photo identification in order to
confirm the identity of the
person(s) named in the Dealer
Authorization Letter.
2) Do I have to always present
a Dealer Authorization Letter to
the issuing office?
No. The dealer and/or those
representing the dealer are not
required to provide the Dealer
Authorization Letter on every
visit; only the first time they
attend an issuing office
after February 15, 1999.
However, whenever there is a new
person attending the issuing
office on behalf of the dealer
for the first time, the dealer
is obligated to produce
an updated Dealer Authorization
Letter.
3) What if I usually attend
more than one issuing office?
Dealers using more than one
issuing office must provide an
original of the Dealer
Authorization Letter and a copy
of the dealer pocket certificate, with an original signature of
an authorized representative, to
every office they attend. MTO
has provided written procedures
to their issuing offices, which
say they can only accept an
original of the authorization
letter and a copy of the pocket
certificate with an original
signature. Dealers cannot photocopy these items for
distribution amongst different
issuing offices.
4) Am I supposed to include my
dealer registration number in
the transaction documents?
Yes. The selling dealer
number, if applicable, must be
written on the reverse side of
the vehicle registration
document, directly above the
signature of the seller.
5) What if I'm
registering a new vehicle?
In the case of dealers
registering new vehicles, they
must hand-write their dealer
number on the New Vehicle
Information Statement (NVIS)
form that is provided by the
manufacturer.
6) Are dealer auctions also
affected by these changes?
Yes. Auctions will be
required to furnish their staff
with a letter indicating they
are authorized to transfer
vehicles on behalf of the
auction's dealer clients.
Auction staff will also be
required to carry ID when
attending an issuing office.
7) Are out-of-province dealers
affected by these changes?
No. Out-of-province dealers,
holding valid Out-of-province
Exemption Certificates, will not
be affected by these changes.
