Updated Dealer Transfer Process
- Effective February 1, 1999
As a result of additional
feedback from the motor vehicle
dealer industry, the Ministry of
Transportation and the Ontario
Motor Vehicle Industry Council
(OMVIC), we are revising the
Dealer Transfer Process
explained to you in our letter
of December 15, 1998.
The revised process affects sole
proprietor dealers and
salespersons of motor vehicle
dealers who are attending any
Driver and Vehicle Licence
Issuing Office to request dealer
transfers. The revised process
is effective February 22, 1999,
and is as follows:
Sole Proprietor Dealers - All
Sole Proprietor Dealers
requesting a transfer at any
Driver and Vehicle Licence
Issuing Office:
- must present their valid
signed OMVIC DEALER REGISTRATION
certificate and
- their PHOTO DRIVER'S LICENCE.
(If photo Driver's Licence is
not available, other photo
identification or two other
signed pieces of identification
are required.)
Salespersons for a Motor Vehicle
Dealer - All Salespersons
requesting a transfer at any
Driver and Vehicle Licence
Issuing Office:
- must present their valid
signed OMVIC EMPLOYEE
REGISTRATION certificate and
their PHOTO DRIVER'S LICENCE.
- (If photo Driver's Licence is
not available, other photo
identification or two other
signed pieces of identification
are required.)
Note: the salesperson must be
registered to a dealer who is
the buyer or seller in the
transfer being requested.
All Others - Upon their first
visit to any Driver and Vehicle
Licence Issuing Office, any
other person requesting a dealer
transfer on behalf of a dealer
must present the following:
- a completed, signed original
DEALER AUTHORIZATION LETTER
which must include the current
date; include the dealer's legal
name, trade name, business
address, telephone number and
dealer number; identify the
names of the persons who are
authorized to present transfers
on behalf of the dealer; include
the signature and printed name
of the sole proprietor, one
partner or one signing officer
of a corporation.
- a copy of valid signed OMVIC
DEALER REGISTRATION certificate
and
- their PHOTO DRIVER'S LICENCE.
(If photo Driver's Licence is
not available, other photo
identification or two other
signed pieces of identification
are required.)
The original Dealer
Authorization Letter and copy of
the signed OMVIC Dealer
Registration certificate will be
retained on file at the Issuing
Office and must be updated by
the Dealer if any information
changes. After the initial
filing of the documentation in
#3. above, anyone authorized on
the Dealer Authorization Letter
to request transfers on behalf
of the dealer must carry
identification as noted above.
All dealers must have both a
valid Ontario Retail Sales Tax
Vendor Permit and an active
Motor Vehicle Dealer
Registration in the same legal
name.
A dealer transfer cannot be
processed without the
documentation and identification
outlined above.
The Selling Dealer Number must
be recorded directly above the
"signature of seller" in the
Application for Transfer section
of the Vehicle Permit. The
Buying Dealer Number will
continue to be recorded in the
"Motor Veh. Dealer No." section.
All dealer transfers of used
vehicles must be going to or
from the Dealer's name. For
registration of new vehicles,
the name and dealer number of
the Selling Dealer and Buying
Dealer must be recorded on the
New Vehicle Information
Statement (NVIS).
Our intent in implementing these
requirements is to stop vehicle
transfers by unauthorized
persons and not to inconvenience
valid dealers or their runners.
