Registrar's Report - April 23, 1997 - Issue #1

Dear OMVIC Registrant:

As we move Into our new OMVIC headquarters and start becoming fully operational, I want to report on the latest progress In our transition to self management.

Our new address, phone, fax and toll-free number are part of the letterhead which will later Include our Internet address, once our web site is installed.

1997 promises to be a full year for us all, as we make our way through special Initiatives, mid-term objectives and ongoing activities. As we pursue the maintenance of a fair, safe and informed marketplace, we will be working hard to strengthen consumer protection and confidence through registration, mediation, inspection, Investigation, enforcement and discipline procedures.

While promoting consumer awareness, we will encourage the education and certification of Industry members.

Underpinning these goals will be our development of a Code of Practice to foster high ethical standards and professionalism.

In addition to these and other initiatives we will be introducing litigation alternatives to better resolve disputes between consumers and members, as well as between members.

In the last few months, as part of our Intention to establish new benchmarks for all service levels, we have refined the job description of OMVIC Inspectors to Include a larger service-to-the-member component. As a result, dealers will be able to look upon the visit of an Inspector not only as a routine inspection, but also as a service to registrants, In terms of taking care of memberships, cutting red tape and assisting you In expediting registration matters. As well, they can answer questions you may have about regulatory issues, including the importance to the industry of self-management.

But, of all the priorities facing us In the days ahead, none is more important to this office than the twin issues of curbsiders and phantom dealers. To put it bluntly, their time has run out. I can assure you we have already started In their pursuit. Their unchecked exploitation of unwary consumers is drawing to a close.

I would like to thank our Chair, John Carmichael, and our founding Board of Directors for their commitment In undertaking their new duties. In my view, providing their time, experience and personal Integrity will be fundamental to giving this Industry the dynamic, respected leadership it needs to reach its declared goals.
