Dear Member,
In order to ensure a smooth
transition, implementation of
the mandatory Certification
Course for new dealers and
salespersons has been delayed
until November 15, 1999.
Commencing November 15,
applicants for registration as a
salesperson will be required to
provide evidence of enrollment
in the Course, while applicants
for registration as a dealer
will be required to provide
evidence of having completed the
course. If you are hiring a new
salesperson, who is not
currently registered, you’ll
need to take the following
steps:
Ensure that he or she is
enrolled with the Canadian
Automotive Institute (CAI) for
the OMVIC Certification Course.
Submit the Individual
Application form for the
salesperson to register with
OMVIC, indicating the CAI
student number as confirmation
of enrollment in the space
provided on the new form.
Await receipt of a Conditional
Registration Certificate, which
will be mailed by OMVIC to the
dealership –normally within four
weeks- allowing the salesperson
to work for a period of 60 days,
pending successful completion of
the certification course.
Due to the implementation of the
certification program, we have
revised all our registration
forms with the exception of
renewal forms. Accordingly, old
forms received after December 1,
1999 will be subject to
processing delays since they
will be missing key information.
Here are highlights of the
changes incorporated in the
updated forms:
Confirmation of course
enrollment in, or completion of,
the OMVIC Certification Course
through the Canadian Automotive
Institute (CAI). Questions
concerning enrolment in the
certification course should be
directed to CAI at 705-722-1513.
Photo identification for all
dealer and new salesperson
applicants in the form of a
driver’s licence, health card or
passport.
Proof of eligibility to work in
Canada.
GST registration number and
vendor permit number and
confirmation of property rental,
lease or ownership for new
dealer applicants.
Requirement to submit a transfer
fee.
With the exception of the
Certification Course
information, these changes are
intended to clarify the
information already required as
part of a registration
application. Including all of
the requested information will
avoid processing delays.
A number of enclosures are
included with this Registrar’s
Report, including new forms. The
“Salesperson Change Notice”
replaces the “Notice of Employee
Change”. The “Individual
Application” replaces the
current “Individual Application”
revised July 1, 1999, and also
replaces the “Application for
Employee Registration or
Reinstatement”. Please discard
all existing old forms you have
in stock.
OMVIC’s Certification Course is
the first mandatory course for
dealers and salespersons in
Canada. The course is a clear
demonstration of this industry’s
commitment to increasing the
professionalism and
accountability of its members.
OMVIC and CAI are indebted to
the staff of the Used Car
Dealers Association and the
Ontario and Toronto Automobile
Dealers Association for their
efforts in reviewing and editing
the course material.
As usual, if you have any
questions, please do not
hesitate to contact us.
Sincerely yours,
Carl Compton,
Registrar,
Motor Vehicle Dealers Act
