CARL COMPTON
Executive Director &
Registrar
Over the course of a 20-year
career with the Ontario public
service, Carl filled a series of
progressively responsible
positions with the Ministry of
Transportation and the Ministry
of Consumer and Commercial
Relations.
Carl joined the consumer
ministry in the Registration
Division and worked in senior
positions in Real Property
Registration Branch, Office of
the Registrar General and
Companies Branch. In 1991, he
became Director, Entertainment
Standards Branch and in 1993,
was appointed the first
Operations Director of the
newly-formed Gaming Control
Commission.
In 1994, Carl was appointed
Director, Agency Relations
Branch where he was responsible
for corporate policy
development, issues management,
and corporate liaison for the
consumer ministry’s agencies
including LCBO, LLBO, Racing
Commission, Gaming Commission,
Film Review Board, Athletic
Commission and Commercial
Registration Appeals Tribunal.
In 1996, he became Director,
Marketplace Standards and
Services Branch of the Ministry
where he directed a staff of
140, administering consumer
protection legislation governing
such commercial sectors as motor
vehicle dealers, real estate,
travel, cemeteries, collection
agencies, bailiffs, theatres,
film and video distributors,
projectionists and professional
boxing.
Long a champion of private
sector involvement in the
delivery of government services,
he was a logical choice to
become the first Executive
Director and Registrar in 1997
under the new administrative
authority model, for the Ontario
Motor Vehicle Industry Council.
